Invasive plants in Central Florida, and what a machine does to them

Some plants a mulcher removes. Others it multiplies. Chopping the roots into cuttings, scattering the propagules and then carrying them to the next property in the undercarriage. Knowing which is which changes how a lot should be cleared.

A machine is a very good propagation tool

This isn’t a fringe concern. It’s the standard UF/IFAS position on mechanical clearing.

UF/IFAS puts it about as directly as an extension publication ever puts anything. Writing about heavy equipment. And naming skid-steer mulchers specifically. They note that disturbance of the soil creates favorable conditions for regrowth from seeds and root fragments as well as recolonization by invasive non-native plants, that small root fragments left in the ground may produce new plants, and that intense follow-up with other control methods is essential after the use of heavy equipment.

That’s the whole article in one paragraph. Clearing an infested lot without a plan for what happens next isn’t neutral. It’s an intervention that favours exactly the plants you’re trying to get rid of, because they’re the ones adapted to disturbed ground.

We’re an earthwork outfit. We don’t spray, and herbicide work is a separate trade with its own qualifications. If a lot needs chemical follow-up we’ll say so and you’ll want a herbicide contractor for it. What we can do is know what’s on your property, time the work so it does the least harm, and not carry the problem to the next job.

Worth knowing

Cogongrass, in particular

If you take one species away from this page, take this one.

Cogongrass is on both the Florida noxious weed list and the Federal one. It covers something over a million acres in Florida. It grows two to six feet tall, forms circular patches, and burns hot enough that UF/IFAS says cogongrass fires eliminate nearly all native species. Which is a real consideration if it’s growing near a structure.

The part that matters for clearing is underground. At least sixty percent of the plant’s biomass is below the surface, and a mature infestation can carry more than three tons of root biomass per acre. Most of the rhizome sits in the top six to sixteen inches, though it has been documented as deep as four feet. Every fragment of it is a potential new plant.

Here is the locally specific fact that we think matters most, and it’s a UF/IFAS statement rather than an absolute: while cogongrass produces viable seed in north Florida, there are no confirmed cases of viable seed production in central and south Florida. If that holds, then on your property in Brevard or Lake or Orange, cogongrass didn’t blow in. It was brought. In fill dirt, in hay, in sod, or on the undercarriage of a machine that was on an infested site last week.

Which makes equipment hygiene less of a courtesy and more of the actual control measure.

What we do about it

Wash-down, and why it’s in our process

Regional extension guidance on cogongrass is specific about what has to be cleaned: the radiator, grill, undercarriage and tops of the machine; blades and the underside of any deck; tires, rims and tracks; and the crevices around seals and bearings where debris packs in. The recommendation is to remove contaminated material before leaving the infested site, and to clean in an open place that can be watched, so anything that does sprout can be dealt with.

UF/IFAS Volusia County extension puts the same requirement more briefly. Decontaminate equipment before relocating, and don’t mow when seed heads are present. UF/IFAS gives the same guidance for skunk vine and for caesarweed: clean equipment when leaving infested areas.

So we wash down between properties. It costs us time on every move and it’s invisible to the customer, which is presumably why it’s not universal. But if you have ever wondered how a plant that doesn’t set viable seed in this half of the state ended up on a lot that was clean five years ago, this is how.

The law

What Florida actually requires. And does not

There’s a lot of confident nonsense on this subject, and most of it overstates the position.

Florida keeps a noxious weed list at Rule 5B-57.007 of the Florida Administrative Code. Cogongrass, air potato, skunk vine, Old World climbing fern, Brazilian pepper and Chinese tallow are all on it. Rule 5B-57.004 makes it unlawful to introduce, multiply, possess, move or release a listed noxious weed except under authorization from the state.

That sounds alarming until you read the exemption, which is the part that usually gets left out. The rule states that where possession has resulted from natural dispersion, and there’s neither danger of nor intent to further disperse the plant, no authorization is required. In plain terms: you’re not in violation because cogongrass crept onto your land on its own.

So, clearly:

  • Florida does not require you to eradicate invasive plants that arrived on your property on their own.
  • What’s regulated is movement. And the natural dispersion exemption only holds while there’s no danger of further dispersal.
  • The Florida Invasive Species Council’s Category I and II rankings are ecological, not legal. UF/IFAS describes that list as advisory and non-regulatory.

Where a property owner does take on exposure is in hauling. Moving contaminated fill or spoil from an infested site to a clean one, or moving an uncleaned machine between them, is a much harder thing to describe as natural dispersion with no danger of further spread. That’s a risk your contractor hands you, and it’s worth asking about before the trucks roll.

What shows up in the first year

Clearing doesn’t create a vacuum, it creates an opportunity, and the plants best equipped to take it are rarely the ones you wanted. Caesarweed is the classic example here. It doesn’t survive the machine, it colonizes what the machine leaves behind. It reaches two to seven feet in its first year, its fruits are covered in hooked bristles that grab clothing and fur, and UF/IFAS records it from thirty-six Florida counties, concentrated in the central and south peninsula.

The answer isn’t complicated: have a plan for the ground before you open it. Seed it, plant it, mulch it, or accept that you’ll be maintaining it. Bare disturbed sand in Central Florida doesn’t stay bare, and it doesn’t come back as what was there before.

Invasive plant questions

Can you just mulch the invasives and be done?

For most of the significant ones, no. And that’s the honest answer rather than a cautious one. Cogongrass, Brazilian pepper, Chinese tallow and skunk vine all regenerate from what’s left in the ground, and UF/IFAS is explicit that heavy equipment work needs follow-up to hold. Mulching is a legitimate first step. It’s not the whole treatment.

Do you spray?

No. We’re an earthwork outfit. We run machines and move dirt. Herbicide application is a separate trade with its own qualifications and we don’t do it. If your lot needs chemical follow-up we’ll tell you plainly and you can bring in someone who does that work.

How do I know what I have?

Send us photos and we’ll tell you what we recognise, honestly flagged as what we recognise rather than an identification. For anything that matters, your county UF/IFAS extension office will identify a plant for you, usually free, and they’re the right people to ask.

Does the time of year matter?

For some species it matters a great deal. UF/IFAS recommends cutting air potato vines before bulbils form in late summer. Run a machine through it after that and you have distributed the next generation across the whole parcel. Guidance on cogongrass is to avoid mowing when seed heads are present. Timing is a real technical decision, not a scheduling preference.

Where does your fill dirt come from?

Ask us on your job and we’ll tell you. It’s a fair question and more people should ask it: fill is one of the main ways cogongrass and skunk vine move around the state.

Is melaleuca a problem up here?

Not really, and we’d rather say so than pad the list. Melaleuca is overwhelmingly a South Florida species. The serious infestation runs from Lake Okeechobee south. It’s recorded in the central peninsula, but naturalized regeneration this far north is described as occurring in rare pockets. It’s not something we encounter on ordinary work in these five counties.

Will the air potato beetles handle it for me?

The biological control program has gone well. USDA reports large reductions in vine cover and bulbil production where the beetle is established, and it’s now self-sustaining across Florida. But it’s a suppression tool operating over years, not a clearing method, and the mass-release program has since wound down. Check current status with UF/IFAS or FDACS rather than relying on older articles.
